What is ISPM-15? Ways to Avoid Customs Issues with Export Pallets

Sermur Palet product range; wooden pallets, Euro pallets, and industrial packaging systems all together.

In global trade, a successful export operation depends not only on the quality of your product but also on the compliance of the logistics equipment carrying that product with international standards. Imagine an export cargo worth millions returned from customs just because of the pallet underneath it. This is exactly where a critical standard that every foreign trade company must know comes into play: ISPM-15.

So, what exactly is ISPM-15 and how do customs wooden packaging rules affect your business? In this guide, we examine the details of using heat-treated pallets and ways to proceed with zero risk at customs gates.

What is ISPM-15 and Why is it Mandatory?

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is a global standard set by the IPPC (International Plant Protection Convention) aiming to eliminate the risks carried by wooden packaging materials.

The biggest risk carried by wooden packaging materials for companies engaged in international trade is the transport of transboundary harmful organisms and insect larvae. These organisms, spreading across different continents, can threaten the forest ecosystem and agriculture of the destination country. To eliminate this ecological and biological risk, the ISPM-15 standard is applied as an indispensable rule for export pallets and crates.

How Does the Heat Treatment (Kiln-Drying) Process Occur?

For a wooden pallet or case to enter international circulation, it must be completely free of pests. At Sermur Palet facilities, this process is carried out in high-tech, computer-controlled kilns.

  • Wooden packages are placed in our special kilns.

  • The kiln-drying process continues until the core temperature of the wood reaches exactly 56°C.

  • It is subjected to uninterrupted heat treatment for a minimum of 30 minutes at this core temperature.

  • This process prevents the risk of fungus and mold that may occur during transport by reducing the moisture content of the wood, while also extending the static strength life of the pallet.

The heat-treated pallet that successfully completes the process is certified by applying the globally valid ISPM-15 stamp (the wheat ear logo and manufacturer license code).

Commercial Risks of Pallets Without the ISPM-15 Stamp

Companies using un-kilned, unlicensed wooden packaging to reduce costs or due to lack of information face very severe sanctions at export gates. Export shipments made with wooden packaging without the ISPM-15 stamp are immediately rejected at the customs of the destination country.

The operational crises this situation creates are:

  • Quarantine and Demurrage Costs: Quarantining the cargo creates enormous financial damage and loss of time for firms. Warehouse and port waiting costs multiply rapidly.

  • Return of Products: Returning the products creates enormous financial damage and loss of time for firms. While freight costs double, customer trust is reset.

  • Destruction at Customs: Many countries with strict customs rules (e.g., USA, Canada, Australia, EU countries) have the authority to destroy cargo they deem risky at customs and bill the destruction invoice directly to the exporter.

Frequently Asked Questions

What is an ISPM-15 certificate and how is it obtained? The ISPM-15 certificate is an international certification proving that the wooden pallet or packaging has been heat-treated at a core temperature of 56°C for at least 30 minutes. You do not need to obtain this certificate as a company; heat-treated stamped pallets purchased from authorized and licensed manufacturers like Sermur Palet are sufficient for customs passage.

Is there an ISPM-15 process in Euro pallets? Yes. Due to the production standards of original licensed Euro and EPAL pallets, all wooden components must mandatory undergo ISPM-15 heat treatment before or after assembly.

Is ISPM-15 necessary for MDF or plywood pallets? No. Processed wood products (MDF, OSB, particleboard, plywood, etc.) joined with adhesives using high heat and pressure during production are exempt from ISPM-15 standards as they do not carry the risk of harboring pests. However, all solid wood pallets and blocks produced from raw timber are subject to this process.
